It’s a technique used on police by their superiors as well, to get them so fired up and angry that they attack anyone without provocation, when released after hours in the hot sweaty van to quell public dissent.

As long as there is a mild breeze, the Gulf is great for windsurfing, sailing and jetskiing, and I have seen many American sailors doing the same (and not much else).
